Biography

David Fulleborn is Of Counsel at Hoyer Law Group, PLLC. He works with partner Dave Scher on employment and whistleblower cases.

David comes to Hoyer Law Group after working with Dave Scher at James Hoyer, P.A., where he was an Of Counsel attorney. Prior to joining James Hoyer, P.A., David spent more than seven years working for a prominent national firm where he investigated and prosecuted employment and whistleblower claims on behalf of individuals. His experience varies widely and includes fighting discrimination under Title VII, the ADA, and FMLA, as well as battling retaliation under state and federal whistleblower protection laws, including the False Claims Act, Whistleblower Protection Act, Dodd-Frank Act, and various OSHA-administered statutes.

David also has extensive experience bringing qui tam claims and other whistleblower reward actions under the False Claims Act, Dodd-Frank Act, Internal Revenue Code, and the Financial Institution Anti-Fraud Enforcement Act. In 2016, Mr. Fulleborn co-authored an article for the Federal Bar Association discussing techniques for filing anonymous qui tam actions: Shielding Relator’s Identity in Qui Tam Actions: The Landscape After the ACA Changes to the False Claims Act. He also contributed to the ABA’s Midwinter Meeting Report on the Sarbanes-Oxley Act for 2010.

David graduated cum laude from the Catholic University of America’s Columbus School of Law in 2012. David attended the school’s evening program while clerking full-time. While in law school, David wrote for the school’s Journal of Contemporary Health Law and Policy and participated in the school’s Advocacy for the Elderly Law Clinic.

David attended West Virginia University, where he earned his Bachelor of Science in Business Administration with a major in Finance.

David is a military spouse and has a strong affinity for our service members. Prior to beginning his legal career, he spent nearly five years as a team leader for the Armed Forces Benefit Association in Alexandria, Virginia. He is also the incorporator and one of the founding board members of the Florida-based 501(c)(3) non-profit American Yakers, Inc., which teaches offshore kayak angling skills to service members, veterans, and their families.

David is licensed to practice law in Florida and Virginia.
